Polish Probe Endorses Accusations Against Central Bank Governor

A Polish parliamentary probe broadly upheld accusations made by the ruling coalition against central bank Governor Adam Glapinski, a lawmaker said, reviving a simmering conflict at a time of market instability.

The committee investigating alleged wrongdoing by the governor has completed its probe and will seek a vote on its findings in the lower house, Tomasz Trela told PAP newswire on Tuesday.

“I can only say that the charges have generally been upheld,” Trela was reported as saying. “In some aspects they are more detailed, and there’s more evidence.”

The decision puts the focus back on the probe, which has continued on and off for two years and could in theory lead to a suspension of Glapinski from office ahead of a parliamentary election in late 2027.

Prime Minister Donald Tusk promised before the previous ballot in late 2023 to hold the governor to account for allegedly acting out of political expediency in setting interest rates, among other issues. The governor has repeatedly denied any wrongdoing and has refused to appear before the committee, which he said had no legal basis.

The escalation in tensions between the government and the central bank chief comes amid a selloff in Polish government bonds, in part stoked by growing concerns over the country’s lax fiscal policy.

The Constitutional Accountability Committee will on Friday vote on its report wrapping up two years of hearings and investigative work, according to the parliament’s website.

If the 21-member panel approves the report, it would open the path for the lower-house, known as the Sejm, to vote on whether Glapinski should be held constitutionally accountable for his actions before the State Tribunal, a rarely used special court for politicians.

“We’re counting on the Sejm approving it and then the State Tribunal will deal with these charges,” Trela told PAP.

The motion to probe Glapinski, filed in March 2024, contained eight allegations against the governor. They include claims that the central bank indirectly financed the budget deficit through bond purchases during the Covid-19 pandemic, intervened in the zloty without proper authorization, cut interest rates ahead of the 2023 election and breached requirements to remain politically neutral.

In September 2024, the central bank called the motion “defective,” rejected the allegations as lacking factual and legal basis, and argued that several of the contested actions were collective decisions rather than Glapinski alone.
