China Issues Draft Standards for Remanufactured Automotive Parts

By Bloomberg News | Updated on Oct 11, 2026 at 04:21 AM

China released draft rules that would establish nationwide requirements for automotive-parts remanufacturing, including standards for the sourcing of used components, product quality, traceability and market oversight.

The government is seeking to standardize the industry that remanufactures used-vehicle parts, with the draft setting nationwide rules for the collection, processing, labeling and sale of the products.

The proposed rules would allow remanufacturers to acquire engines, steering systems, transmissions, front and rear axles and frames from qualified vehicle dismantlers, provided the recovered parts match the remade components.

The draft would prohibit the remanufacturing of exhaust after-treatment devices and require remade emissions-control components to comply with national standards.

Remanufactured products would need to meet or exceed the quality characteristics of equivalent new products and should display traceability information, according to the proposed rules.

The draft supports certified remanufactured parts in repairs, insurance repair systems and government-vehicle maintenance, while prohibiting their use in new-vehicle manufacturing.
